Use in Operator Consoles
The ITIS phrases (and their predecessor, the RDS phrases) have a history of use in expression building aids
and operator prompts in many operator console designs. This document does not specifically address this
type of use with any requirements. Some general observations can be given.
If the intended output of the operator data entry is text carried in any sort of ITS message, then
consideration should be given to the eventual encoding into tables of the type described here and in J2540.
Specifically, if free text is added "inside" such a phrase, then the phrase is no longer identical to that used in
the tables. This is fine for some uses, and problematic for others.
In general, implementers should be aware that free text, while offering the widest possible range of
expression, is also at times hard to sort and classify by automated means. Some users (this is more the case
with ITIS phrases used in ERM systems) will want to parse the codes seen and ignore or take action based
on them. Implementers should try to facilitate this, even if their own user base will not be sorting on this.
It is beyond the scope of this document to provide guidance regarding how the various phrases should be
best grouped and presented to an operator. Further, this is an area where private vendors are expected to
differentiate themselves and their understanding of client needs. There is no "ideal" way to order or to
present the contents of the table. Various automatically adjusting options which change based on the
situation (often organized in selectable visual menus) are most commonly found. Other restrictions such as
limited display space in a mobile environment, or local operational procedures

may effect this as well.
The table below is a recommendation for an example ordering which implementers MAY wish to follow.
These group titles and sub-titles attempt to represent the "big picture" categories covered by that portion of
the list. The labels are repeated (with commentary as needed) in the actual tables which follow. The
labels are NOT code entries themselves, but are simply a visual point of reference for the reader. This was
the ordering used during the committee process to consolidate the phrases in the final list.
Update to be used with this edition of the standard: With the addition of several new categories the above
list and groupings is now somewhat out of date for some uses. The below list can be used with the new
categories established as of this revision.

Some agencies, as a matter of policy, will not issue ITIS phrases with terms containing words like
"danger" in them.
