The development of Mini-Edit began in the late 90s as an in-house effort of SubCarrier Systems Corp (SCSC), which was at that time a contractor to the SAE and IEEE, (for the ATIS and Incident Management standards efforts). Its usefulness became apparent to other SDOs who requested that FHWA provide the funding to continue its development. At this point in time almost all of the ITS standards use Mini-Edit in the management of the data records and in the production of the final printed document and collateral materials (ASN, XML, WSDL). The continued support from FHWA, as well as the volunteer efforts of many ITS developers have brought the tool to its current state of development; see .
