Extremely Large Regions
Circular regions should be used to designate extremely large areas.  A circle can be set as large as an entire
state or county.  Setting the DE_HeadingSlice to 0xFFFF ensures that any vehicle within the region will
consider the corresponding traveler information to be active.
In the following example, a weather advisory needs to be issued that is relavent to the entire southeastern
portion of Michigan.  The following table represents a circular region centered around Green Oak,
Michigan with a radius of 100 kilometers.  The region is valid for any direction of travel.  Figure 10
graphically demonstrates the region.
