This is an SAE Motor Vehicle Council draft document of the DSRC committee, subject to change.
Note that only the laneSet (the list of lanes to which this applies) and the timeToChange are required, the
other elements are optional (indicated by the dotted lines). When presenting information about a vehicle
lane, the currState element is used. When presenting other types of timing data other elements are used.
For example, a pedestrian crosswalk timing uses the pedState element, while a train crossing an intersection
uses the specialState element.
